Energy Outreach Colorado (EOC) was created in 1989 by the Colorado Commission on Low-Income Energy Assistance. Our mission is to mobilize a statewide partnership network to advocate for and deliver solutions that increase energy accessibility. With the help of partner agency organizations and subcontractors across the state, we provide utility bill payment assistance, emergency home furnace repair and replacement, energy efficiency upgrades for single family, multifamily and nonprofit facilities, access to community solar, and energy conservation education.
Energy Outreach Colorado’s Bill Payment Assistance program provides emergency assistance through partner agencies across the state with funding for year-round bill payment assistance for income qualified Coloradans. The funding can be used for electricity, natural gas, coal, firewood, kerosene, oil, propane, and pellets. Agency partners approved for this program will administer the application process while Energy Outreach Colorado disburses all assistance payments to utilities and fuel providers. Agency partners will receive administrative funding to support program-related operating costs. The 2026-27 Program Year runs from October 1, 2026 through September 30, 2027.
Application Period
NEW! EOC accepts applications for agency partners once per year through a selective process. The timeline for the 2026–2027 program year is as follows:
- Applications open: May 18, 2026
- First Round Questions due: May 26, 2026
- Information session: May 28, 2026 at 1:00pm
- Responses to first round questions posted: May 29, 2026
- Second Round Questions due: June 1, 2026
- Responses to second round questions posted: June 8, 2026
- Final applications due: June 18, 2026 at 5:00 p.m. MT
- Award notifications made by July 15, 2026
Qualifying Organizations
In order to qualify, organizations must meet the following minimum criteria:
- Serve a geographic area within Colorado
- 501 (c)(3) or governmental organization
- Provide direct services to income-qualified Coloradans
- Operate with capacity to process applications within three business days of receipt
- Financially sound
Program Information
Energy Outreach Colorado (EOC) is seeking qualified partner agencies to administer its Bill Payment Assistance Program for the 2026–2027 program year (October 1, 2026 – September 30, 2027).
Energy Outreach Colorado’s Bill Payment Assistance program delivers year-round funding through partner agencies across the state to help income-qualified Coloradans pay their past due energy bills. Assistance is available based on need, regardless of immigration status or other factors and covers past due bills for electricity, natural gas, coal, firewood, kerosene, oil, propane, and pellets.
Selected partner agencies will serve as program administrators, responsible for processing applications for assistance for eligible households in their communities. EOC disburses all assistance funds directly to utility providers and fuel vendors on behalf of approved participants. Partner agencies do not receive or hold assistance funds but are compensated through administrative funding on a quarterly basis.
Scope of Work
Partner agencies will be responsible for administering the Bill Payment Assistance Program in accordance with EOC requirements, including the following core functions:
Application Intake & Processing
- Accept applications from households seeking assistance through one or more of the following methods: EOC’s Online application & in-person appointments
- Collect and review required documentation to determine eligibility
- Process applications in a timely manner on a first-come, first-served basis
Data Entry & Eligibility Determination
- Enter all applicant information into EOC’s data management system, Hancock, accurately and in a timely manner
- Determine eligibility based on program guidelines
- Approve applications within Hancock and verify pledges with fuel providers
